Importing electronics and information technology (IT) products without the registration of the Bureau of Indian Standards (BIS) is now prohibited in India.
The country strengthens the quality control of electronic products to curb the rise in purchases of cheap electronic goods, especially from China and strengthens local production under its Make in India program.
According to the Directorate General of Foreign Trade (DGFT), all companies importing and selling electronic products such as mobile phones, LED TVs and LED lights in the country must register with the BIS for export, otherwise, imported goods will be re-registered. -exported.
Earlier, the government had launched the Electronics Goods and Information Technology (Compulsory Registration Requirements) order in 2012 and authorized 15 electronic products under it to have a BIS certificate. This includes a laptop computer, notebook, and television, among others. The order now extends to every imported electronic and IT product sold in the market.

CERTIFICATE AND BIS COMPLIANCE SUPPORT
The new rules have far-reaching implications for India’s electronics purchases in the future – importing about 50 percent of the total electronics products sold. The share of imported electronic components is much higher, about 75 to 80 percent.
India’s trade department data shows that consumer electronics have almost doubled in the last five years. As the current trend continues, analysts estimate the need for electronic devices to exceed their local production – creating an estimated $ 300 billion in imports by 2020.
Given India’s high demand for imported electrical products, exporters and exporters need to obtain all aspects of compliance. Failure to do so may be costly and may undermine the credibility of the business.
What is BIS?
BIS is a national organization that uses a product certification system to maintain the quality, safety, and reliability of products in India. The BIS certificate is not the same standard or instruction for all products. Instead, the products are controlled by a specific IS (Indian Standard).
Below, we describe the steps and procedures for registering products with BIS in India.
Get the product tested at any reputable BIS laboratory. All key components must be announced by the production unit and a test report for each component should be submitted to the lab, if applicable. The test report usually takes about 15 days to arrive.
The test report should only be issued in the name of the applicant producing the product and must specify the name of the production unit and the full address of the production unit.
Before applying for registration to the BIS, the applicant must ensure that the test report is properly evaluated and complete.

To apply, submit all supporting BIS registration documents and inspection reports. The test report must not be older than 90 days on the date of online application and physical use of registration. Copies of the documents must be submitted within 15 days to the BIS.
If foreign manufacturers do not have a liaison office or branch office in India, the forms must be completed and signed by the Indian Authorized Representative (AIR), appointed by the guidelines issued by the BIS.
Manufacturers/applicants should note here that they need to apply for a different registration number for products manufactured in different locations. If a product is produced under multiple varieties, each type must be registered separately. If the product and production area are the same, registration may be done based on the standard test report.
Once the application is completed, the documents will be verified by BIS officials and registration will be approved within 15 days. Registration is granted for two years and can be renewed every two years if there is no change in product and standard.

- Proof of approval for online file transfers;
- Proof of address including business license, and other documents issued by the government;
- Application signed by the CEO of a company, or a letter of authority from the CEO;
- Forms VI and VII;
Product name registration certificate, a copy of the trademark application (if included), or a letter of authorization from the owner of the product;
Affidavit and commitment of an authorized Indian representative and proof of identity of the person signing the affidavit, if the manufacturer is located abroad;
Making a test report
In addition to meeting the compliance of the BIS certificate, the importer must submit a Bill of Entry (BE) with the following documents:

- Commercial invoice;
- Packing list;
- Insurance cover note;
- Invoice; and
- Indigenous country certificate.
Once the registration is approved, the BIS will issue a unique registration number to the applicant that can be attached to its products.
